Justin Cooper: Building What Matters with Exceptional Skill

The anatomy of a building is remarkably similar to the anatomy of a great team. Both require a solid foundation, an intricate framework, and an unwavering resistance to external drag. Justin Cooper understands this profound connection better than almost anyone in the American West. As the current President and CEO of Saunders Construction, he governs a 54-year-old, employee-owned commercial construction and real estate development firm. He operates on a brilliantly simple, yet incredibly powerful philosophy, which he states as, “We Build What Matters with Exceptional Skill.”

The Blueprint of Experience

Justin carries more than 27 years of construction-industry experience, gathered and refined across the Rocky Mountain region. His early days were spent in the meticulous world of numbers and projections at GE Johnson Construction Company, which later became part of DPR Construction. He began as an Estimator in December 1998, working for 3 years and 11 months until October 2002. From June 2003 to December 2004, he also served as a Project Engineer, spending 1 year and 7 months understanding the translation of paper plans into physical reality.

He served as a Senior Estimator from October 2002 to September 2005, combining estimating experience with his earlier project-engineering work. He then became the Preconstruction Services Manager in September 2005, dedicating 3 years and 11 months to this critical planning phase until July 2009.

His natural affinity for strategy led him to the role of Director of Project Development from July 2009 to April 2013, a substantial tenure of 3 years and 9 months. He ascended to Vice President in May 2013, serving for 1 year and 7 months, before finally becoming the Vice President and General Manager in the Denver Metropolitan Area from December 2014 to April 2016. By the time he left GE Johnson, he had spent more than 17 years mastering multiple angles of the building process.

The Saunders Era Begins

In April 2016, Justin brought his formidable expertise to Saunders Construction as the Vice President of Project Development in Centennial, Colorado. He spent more than 2 years in this role, proving his capacity to eliminate friction in the building process. In October 2018, he transitioned to Vice President in Englewood, Colorado, serving for more than 1 year.

His leadership style, focused on deep collaboration with trade partners, clients, and teammates, propelled him to the role of President in January 2020. Based in the Denver Metropolitan Area, he spent more than six years as President, ending in June 2026. Concurrently, from July 2021 to June 2026, he also served as President of Saunders Norwood Construction across the United States. During his time as President, he held responsibility for the overall leadership and results of the Denver-based construction operations. He worked intimately with corporate functions to optimize resources and meet client expectations.

The Fourth Guardian of a Fifty-Four-Year Legacy

In July 2026, a momentous shift occurred. Justin became the President and CEO of Saunders Construction in Englewood, Colorado. Taking the helm as only the fourth CEO in the entire 54-year history of the firm, he assumed executive accountability for the strategic direction, operational performance, and cultural alignment of the business. As of September 2026, he has been in this specific role for just over two months, while his total time at Saunders stands at more than 10 years.

He now oversees an organization focused on sustaining profitable and sustainable performance while advancing safety, employee engagement, community involvement, and the client experience, championing “relationship-first” and frictionless construction methodologies to improve project delivery. He is fiercely protective of the legacy established by Dick Saunders, advancing the founding values of care, collaboration, commitment, and community.

He has personally contributed to more than 6 million square feet of construction across nine states throughout the Rocky Mountain and Midwest regions. Beyond project delivery, Justin firmly believes that true leadership extends into the community, actively contributing to regional economic development and civic health through various board roles. He does not just build structures; he builds stronger, more vibrant communities from the ground up.
